Planning Commission discuss improvements

The Perry Planning Commission held this month’s meeting on Monday, July 12 at 6:00 p.m. Discussed during this meeting were annex, zoning and project improvements. The public hearing was open to the public, and citizens gave their input, opinions and reasoning.

The first order to be carried out was an annexation designation of C-2, general commercial district zoning of a property located at 1946 Houston Lake Road. The property is zoned C-2 in Houston County. It was followed by the SUSE-0170 special exception for the multi-family on property at 200-A Valley Drive. The applicant is H. Preston Dellinger LLC. Also, there was the SUSE-0171 special exception for multi-family development on property at 200 Valley Drive. The applicant for that one is H. Preston Dellinger as well. Both these were approved to move forward by the commission.

Continuing the meeting was TEXT-176 to remove Conservation Subdivision standards and procedures. Due to issues noted with street parking and an observed trend in moving away from the original intent for conservation subdivision. Staff recommended removing section 2-3.11.3, conservation subdivision and 5-6 Conservation Subdivision option from land management. This was approved and will move forward.

The next order of business was TEXT 177, to establish short-term rentals as a special exception use in residential district. A short-term residential rental is a furnished dwelling unit used to provide overnight accommodations of periods of less than 30 days to transients for compensation. This was also met with approval.

Lastly, was TEXT-178, to modify parking standards and limit the use of gravel. Areas used for the display or storage of vehicles shall be surfaced with concrete, asphalt concrete, or approved pervious paving surfaces. The gravel is not an acceptable paving surface for display or storage of vehicles. Up to 10 vehicles may be displayed on turf located on the premises of an auto seller. This was also approved to move forward.

In other matters, there was a presentation of the Capital Improvements Project, starting with Langston Road Regional Pond. The city has established what action will be required to complete the regional pond. Currently, it is split between private owners, but staff is working to obtain the property. Pond designs have been sent to the consultants at Kimley-Horn for review and recommendations. Also initial plans have received Creek Drive, and the discussion of property ownership is underway. They are also working with GWES to address storm water pond at SUEZ. The city attorney is also working on this project.

Next, was the Lake Joy Road widening project where ESG and Contractor have relocated the natural gas line. This Houston County project is in progress. Additionally, at 904 Commerce Street an infill development project began in March 2021, but will take several months to complete. Thomas Road Water and Sewer Extension; GWES is the consulting engineer for this project. Project awarded to Pyles plumbing; this Project is near completion.

There are many more projects in process. One, a potential subdivision 600 acres off Saddle Creek Road; another was Jeff Parking – discussion with Rick Saunders (design engineer), thirdly, a property at the end of the Hill Road, as well as another property near Langston Place (discussion for a subdivision with Wingate), and lastly, Charles Ayers commercial development on Perry Park. Council is still reviewing these interests at this point. After these projects were listed the meeting was adjourned.
