Perry Mayor and Council held its monthly pre-council and council meetings at 5:00 and 6:00 p.m., respectively, on April 3. These meetings are open the public unless otherwise stated. In Tuesday’s meeting, Mayor Randall Walker and the city council members recognized Perry Fire & Emergency Service (PFES) and Perry Police Department (PPD) squad, as well as special exception application, and other agenda items.

During the pre-council session, mayor and council primarily discussed what topics would be covered in the council meeting that would follow. Special Events Manager Anya Turpin started with the Perry Chamber of Commerce’s business battlefield event. The request was made to host this event at Heritage Oaks Park. This is so their members can have a bigger networking and team building experience, through field day events. Perry Community Planner Holly Wharton followed with the applicant SUSE-170 and 171. This applicant was for Preston Dellinger, a request to allow a multi-family development. The property is located at 200A Valley Drive.

The regular council meeting began with City Manager Lee Gilmour recognizing the PFES “B” shift. Gilmour started off by saying, “We have an outstanding police and fire department. Each day they do overwhelming tasks with ease and professionalism, and they’re so good at it that sometimes the citizens just don’t notice it.” Gilmour stated with council going over and beyond, it not only showed these honorees appreciation, but also provided them with a little financial appreciation as well.

Regarding the Perry Police squad, Gilmour started off with stating that, “The police departments don’t get as much love as the fire departments do for their work.’’ The recognition the police department received was primarily because of the work they carried out recently during a hostage situation.

“My officers, on June 11, went over and beyond their standards to do what they needed to do,” Chief Steve Lynn said. “This hostage could have been a bad situation, but all officers followed proper procedures and handled it in the correct manner.”

Following the police and fire department recognitions, Community Development Director Bryan Wood presented the TEXT-176-2021. June 15, 2021: Perry City Council placed a 90-day moratorium on permitting conservation subdivision, due to issues noted with street parking and an observed trend in moving away from the original intent for conservation subdivisions. Future conservation subdivisions may be allowed only through the PUD (planned unit development) zoning process. Wood then presented the TEXT-177. This section requires short-term residential rental in all residential zoning districts by special exception; permitted in all commercial districts, except local commercial, and industrial. Lastly, was TEXT-178, which was the amendment to make language in LMO consistent with policies adopted by Planning Commission on April 12, 2021.

A parking lot update allows up to 10 vehicles to be displayed on grass at the location of an approved vehicle sales facility. It also adds boat/RV sales and rental to uses subjects to the standards. Also, this allows gravel for outdoor storage areas. Shortly after Mr. Wood’s presentations, the meeting was adjourned.
