Perry P.D. arrest two after chase

In the evening hours of December 5, around 10:55 p.m., Detective Jones of the Perry Police Department attempted to investigate suspicious activity after spotting a male in dark clothing running from behind the shared parking lot of Arby’s and IHOP on Sam Nunn Boulevard, carrying a backpack. The man entered a vehicle with another male, and the two drove away. While attempting to stop the vehicle, Jones noticed the car had no tag. The suspects then sped away, and a chase began as they headed south on I-75.

Around mile marker 134 South a Georgia State Patrolman became involved in the pursuit, and ended the chase with the “PIT maneuver” near mile marker 127.

According to a Major Bill Phelps of the Perry P.D., the two suspects were identified as Joseph Dalton Blackman, the driver, who had an open warrant in Houston County for violation of probation, and Richard Singletary, his passenger, who had open warrants in Houston County, Dooly County and Peach County. Perry Police state they were driving a green Toyota Camry.

As they were removed from the vehicle there was resistance as the driver attempted to take a hit off of an aerosol can, a recreational drug commonly known as whippets. Blackman was forcibly removed from the vehicle. They were both placed under arrest and taken into custody by Perry P.D. All parties involved were uninjured.

In the midst of the chase, Arby’s and IHOP were both checked for burglary attempts, and it was found that a burglary had not occurred.
