Perry City Council approves annexations

Perry Mayor and Council held its monthly pre-council and council meetings on July 20 at 5:00 and 6:00 p.m. In these sessions, Mayor Randall Walker and council members discussed annexation, intergovernmental agreement, sewer expansion, GMA membership and crossing guards.

Walker called the pre-council meeting to order, and then there was a review of the council agenda. Mayor and council members started with discussing the rezoning and annexing property in Perry. Community Development Director Bryan Wood presented the second reading of an ordinance for the annexation of property for the city of Perry. The property is located at U.S. 41 South and South Perry Parkway. The second ordinance for the rezoning of property from R-AG (county), residential- agricultural district to C-2 (city) and general commercial district. The last ordinance Wood presented was one for the rezoning of property from PUD, planning unit development to R-2, two-family residential district. The property is located on Langston Road. Also, in the pre-council meeting, Engineering Services Manager Chad McMurrian re-visited some of the locations of the monthly projects. For example, Langston Road that will have residential and commercial development. The city has established what action will be required to complete the regional pond. The regional pond will also be split by private property owners. Staff is working to obtain this property. Also, regarding the Langston Road extension, Mcmurrian stated that the city is working with the county and Rick Saunders to design Langston Road extension, and the concept designs have been submitted. Last, regarding the new water pollution control plant suit, city staff and consulting engineer met with Houston County at the A.E. Harris tract, an excellent site for a new WCPC. GWES consulting is working with county and EPD for permitting and discharge capacity limits. Scheduled to visit another wastewater plant at the end of July. After Wood and McMurrian presented, the pre-council was adjourned and the regular council meeting began.

Starting off this meeting was Mayor Walker with a review of the minutes. Next, was Ms. Newby on the intergovernmental agreement relative to natatorium use between Houston County and the City of Perry. This is an agreement with Houston County wherein the city and county are agreeing to reallocate the city’s portion of the 2018 fund programs for countywide recreation approval for construction. Mayor and council approved of the intergovernmental agreement. Next, was City Manager Lee Gilmour spoke on a consideration of a crossing guard at Mossy Creek Middle School. Gilmour stated that this is a request from the Board of Education. The two conditions listed for this request were: one, Houston County Board of Commissioner pays 100% of the cost for this crossing guard and two, if this position can’t be filled or available, it cannot be taken over as an obligation for certified police officers. Mayor and council approved of this crossing guard at Mossy Creek Middle School. Shortly after this approval, the council meeting was adjourned.
