Council hears Heritage Park plans

Adam Williamson of TSW gave Perry City Council members an update on plans for Heritage Park at Monday’s work session.

The final concept for the $2.9 million plan would be developed in three phases, Williamson said.

The first phase would include an amphitheater, a paved parking lot, a grass parking lot, a multi-use trail, restrooms, electrical outlets on trees for vendors and lights, a small and a large dog park. The cost for this would be around $858,483, he said.

The second phase would include trails, a spray pad, an asphalt parking lot and a multi-use trail, and would cost $998,000, he said.

The third phase would include fenced-in large and small dog parks, a grand open lawn, lawn parking, a sound stage, built-in seating at the amphitheater, VIP towers and restrooms, and a gated entry into the park. The cost would be $1.08 million.

Together, the three phases would cost $2,940,519, Williamson said,

The spray pad in Phase 2 is not the central item but could be a water attraction. Close to Sam Nunn Boulevard, it would look like a fountain to motorists passing by, Williamson said.

Once the financing is in place, Phase 1 could be ready in six to nine months, he said.

The council, at its regular meeting Tuesday, approved a request from Police Chief Stephen Lynn to purchase additional protection for police officers.

The amount is $26,000 for the rifle-resistant vests and the Kevlar helmets. The money will come from the city’s general fund for the vests, and the police’s fund for the helmets.

“This purchase is timely and needed,” Lynn said, citing the recent police officer killings in Dallas and Baton Rouge, La.

In other activity Tuesday the council:

• Approved the appointment of former city council member Charles Lewis to serve on the Warner Robins Area Transportation Study;

• Approved annexing 5.3 acres from Houston County on the northwest corner of U.S. Highway 41 North and Mack Thompson Road;

• Approved rezoning 5.3 acres on the northwest corner of U.S. Highway 41 North and Mack Thompson Road to General Commercial District. The land will be used for a Dollar General store;

• Approved upgrading the heating and air conditioning units at the public works facility. Public Works Director Decius Aaron said the facility has outgrown the current units. The council approved the bid by Sullivan Heating and Cooling for $6,957; and

• Approved lowering the speed limit from 45 mph to 35 mph on U.S. Highway 341 North to Valley Drive.
