Centerville Mayor and Council hears Fiscal Year 2022 Budget

On the evening of Tuesday, June 1, Centerville Mayor and Council gathered for its regular session and the largest part of the meeting involved the presentation of the City of Centerville’s fiscal year 2022 (FY 2022) proposed budget.

City Account Carol Harrison spearheaded the presentation that included a PowerPoint visual for mayor and council, as well as the viewing public to see. Tuesday’s meeting was open to the public as well as streamed live via the city’s official Facebook page for the benefit of online viewers.

During her time at the podium, Harrison explained the fund structure as The Governmental Funds, which included the General Fund (any funding that is not required to be in a specific fund), the Special Revenue Funds (Confiscated Asset Fund, Center Park Fund and the CHIP Grant Fund), and finally, the Special Project Funds (LMIG Fund and SPLOST 18 Fund). As for Proprietary Funds, there are the Enterprise Funds (Water & Sewer Fund, Sanitation Fund and Stormwater Utility Fund). The last fund structure Harrison mentioned was the Fiduciary Fund, which only included the Custodial Fund.

The visual presentation showed that the City’s budget includes 71 full-time positions, 16 part-time positions and five members of the Governing Authority. Of the full- and part-time positions, 52.5 full-time and 15 part-time are in the General Fund and 18.5 full-time and one part-time are in the Enterprise Fund.

The FY 2022 Proposed Budget Presentation Budget Summary showed the total budgeted revenues as $9,542,760, Appropriation General Fund balance as $195,000, Appropriation SRF of $1,000 and the Appropriation Enterprise Net Position as $804,581 for a total in proposed revenues and other financing sources of $10,543,341. In addition, when it came to the Proposed FY 2022 Total Budgeted Expenditures/Expenses, the General Fund expenditures were shown as $5,545,169, the SRF and CPF expenditures were $1,096,553 and the Enterprise Fund expenses showed as $3,850,472 for a total proposed expenditures/expenses amount of $10,492,194.

“This proposed fiscal year 2022 budget of $10,492,194 is $5,395,581 or 33.9% less than the amended fiscal year 2021 budget at $15,887,775,” Harrison announced, further explaining, “This decrease is due to the completion of our construction of Center Park and the construction of the new fire station. So, we have a lot of capital expenditures in fiscal year 2021.”

Other noteworthy matters that took place at the meeting of Centerville Mayor and Council included a presentation from Dave Cyr, CEO Parrish Construction Group. Cyr gifted handmade wood plaques to Mayor John Harley and each member of council, as well as to City Attorney Rebecca Tydings, Centerville Police Chief Cedric Duncan and Centerville Fire Chief Jason Jones, in recognition of Houston County’s 200th anniversary.

“One of the neatest parts of my job as CEO is that people don’t hesitate to darken my door almost everyday with ideas,” Cyr voiced as he prepared to make the presentations. “A couple of months back, one of my teammates came in and had a great idea. He’s a very talented carpenter, and his idea was to help celebrate Houston County’s 200th anniversary by making little memento plaques shaped like Houston County with all the municipalities indicated. We wanted to share this with you and thank Mayor and Council for all you do to make Houston County, not only a business-friendly community, but a great place to live and raise a family. Please accept this in the spirit that it’s given.”

As Tuesday night’s meeting progressed, among other items covered, unanimous votes were put forth by Mayor and Council to appoint Judge Carl Veline as Pro Tem Municipal Court Judge, approve a contract to McEver Work Detail for city clean-up and approve a new K-9 by the name of Storm for activation with the K-9 unit of Centerville Police Department.
